On February 27, 2013 a public discussion on the draft of the National Strategy on Human Rights Protection action plan was held at the RA Ministry of Justice. The discussion was attended by representatives of local and international NGOs.

If Arkadi Kochinyan is killed or commits a suicide or self-injury or if any such attempts are committed, the full responsibility will be borne by the RA Ministry of Justice, RA MoJ Penitentiary Department and administration of ‘Nubarashen’ penitentiary facilities.

As a result periodic analyses are made and are presented to the RA relevant authorities, as well as are publicized through the media. One of these analyses was presented on September 11, 2017 at the conference of the EaP CSF Armenian National Platform on “Civil society engagement in the administrative-territorial reforms in Armenia”.
The court examined and rejected the motion filed by Ani Chatinyan, lawyer at HCA Vanadzor, at the previous hearing to discontinue the proceedings and apply to the RA Constitutional Court. The Court supported its rejection by the fact that the plaintiffs were not deprived of the opportunity to apply to the Constitutional Court.

H. was not examined, especially given that during the questioning he noted that his fear of police officers deepened after the incident.

Within the preliminary investigation into the criminal case, the investigating body decided to assign a forensic medical examination and a forensic computer and technical expert examination.
At the end of the visit Mr. Dainius Pūras shared his preliminary observations on the healthcare system in RA. He stated that there are good opportunities to achieve the progressive realization of the right to health in Armenia but public authorities should step up efforts to address structural and systemic challenges, both in law and practice, in order to fulfill its obligations under international law to promote and protect human rights.
