On September 25 – October 5, 2017, Mr. Dainius Pūras, UN Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health, paid an official visit to Armenia. During that period, he visited a number of health facilities in RA, the National Center for AIDS Prevention, the Narcological Center, the National Center for Tuberculosis Control, penitentiaries and a number of schools, including those providing inclusive education.
The UN Special Rapporteur also had meetings with the Staff of the RA Human Rights Defender’s Office, representatives of international organizations, diplomatic corps and civil society actors, including professionals of the healthcare sector.
At the end of the visit Mr. Dainius Pūras shared his preliminary observations on the healthcare system in RA. He stated that there are good opportunities to achieve the progressive realization of the right to health in Armenia but public authorities should step up efforts to address structural and systemic challenges, both in law and practice, in order to fulfill its obligations under international law to promote and protect human rights.
The UN Special Rapporteur urged to make use of the good recommendations made by various regional and international human rights bodies.
