“Independent Observer”. Yerevan City Council elections May 14, 2017: Final ReportJuly 19, 2017 Own, Report
“Independent Observer” Public Alliance represented by Helsinki Citizens Assembly – Vanadzor and Union of Informed Citizens, observed Yerevan City Council elections within “Enhancing capacities of domestic observer organizations” component of “Long-term Electoral Assistance to Election related Stakeholders of Armenia” Project by the European Union and Council of Europe. Observers accredited from Goris Press Club also participated in the observation.
The report summarizes the results of the observation conducted in 60 polling stations and 10 Territorial election Commissions. The presentation of the working version of the report was held on June 13th and the report was revised based on the comments and recommendations heard during the presentation.

“Independent Observer” Public Alliance believes that the Yerevan City Council Elections of May 14, 2017 were held in a blatant violation of the essential principles of democratic elections.
Reaffirming the recommendation presented in the report on RA National Assembly elections and in addition to them, “Independent Observer” Alliance recommends the following:
- Legally stipulate the reasonable volume of credible information on electoral violations, electoral fraud, and particularly distribution of electoral bribe and abuse of administrative resources for cancelling the registration of a candidate (including a party) or the election results
- Decide on the final results of the elections after allowing reasonable time for adequate investigation of reports about electoral fraud and electoral violations
- Amend the Electoral Code to stipulate the specifics of processing urgent matters, to set up a hotline and to allow sending applications and complaints to the commissions electronically.

Ukrainian citizen Bogdan Kaliusskyi, who was released on bail on May 24, 2018, is still being prosecuted by the RA law enforcement agencies.

HCA Vanadzor applied to the RA Prosecutor General’s Office in connection with transferring the preliminary investigation of the criminal case initiated with respect to the Iranian detainees in Nubarashen Penitentiary Institution opening the doors of six cells of the penitentiary institution on April 25, 2018 to the RA Special Investigation Service.
The participants were mainly interested in the impartiality of choosing the place of performing military service by lot during the conscription and the corruption risks connected with it, the manifestations of unequal treatment when drawing lots, specific cases of deferment of compulsory military service, the structure of conscription, the issues relating to the structure of conscription committees as well as the amount of reimbursement for transportation costs given to servicemen in the case of basic leave being provided and other issues.

On May 25, 2018 the theoretical stage of the HCA Vanadzor project “Legal Clinic-2018” commenced in Dilijan.
In the framework of the three-day theoretical training, the participants gained general knowledge of human rights and mechanisms of their protection and then consolidated their knowledge through practical work.

Today, on June 7, 2018, the RA Administrative Court rejected the claim of the RA Police against Mashtots Avenue protester G. Tonoyan and upheld in part the counterclaim filed by G. Tonoyan and her representative T. Siradeghyan, lawyer at HCA Vanadzor’s representative office in Yerevan.

Today, on June 4, 2018, HCA Vanadzor advocate Ani Chatinyan, the representative of French-Armenian public figure Alexandre Varbedian, was informed in a phone call from the RA National Security Service that Al. Varbedian’s data were removed from the “data bank of the aliens considered undesirable in the territory of the RA.”
Yet another court session was scheduled for May 30, 2018 in the framework of the examination of the claim against the decision of the National Security Service (the NSS) to ban French-Armenian public figure Alexandre Varbedian’s entry to the RA.
