Information Paper on the Actions Implemented Aimed at the Identification of Phenomena of Corruption and Abuse in the Armed Forces of the RA and the Nagorno-Karabakh (according to the latest constitutional amendments: the Republic of Artsakh) 2 Years after the Hostilities of April 2016April 10, 2018 Information Paper
HCA Vanadzor regularly presents the cases of corruption and abuse that occurred during the hostilities of April 2016 and the situation of the resulting violations of servicemen’s human rights, the actions implemented by the authorities aimed at identifying and resolving those violations as the situation of the implementation of their obligations. This information paper touches upon the aforementioned issues, presenting the steps that have already been undertaken two years later.
We should recall that in 2016 the Organization published the Report on the Death Circumstances of Servicemen Perished during the Hostilities of April 2016 and the State of Social Security of their Families, and on April 25, 2017 it published the information paper titled “One year after the April hostilities.”
During the previous two years, several articles and commentaries were published on the issues identified following the April hostilities; however, the response of the authorities remained restrained; the authorities ignored the critical public assessments on the issues identified. The report published by us was also ignored and considered as “unprofessional” without presenting any substantiated counterclaim that could reject the validity of the information published by the Organization.
Among the issues touched upon in the report and later in the information paper were the death circumstances of servicemen perished during the hostilities of April 2016, the Organization’s official inquiries about them and the responses to those inquiries, the faultiness of military equipment, the issues related to the necessary volumes and quality of fuels as well as the issues connected with social justice, the situation of the protection of servicemen’s rights and other issues.
RA MoD Press Secretary Artsrun Hovhannisyan gave this assessment, expressing the opinion that the Organization “being initially set against the MoD, tried to obtain something desirable from the parents of the deceased servicemen when meeting with them.”

HCA Vanadzor applied to the RA Prosecutor General’s Office in connection with transferring the preliminary investigation of the criminal case initiated with respect to the Iranian detainees in Nubarashen Penitentiary Institution opening the doors of six cells of the penitentiary institution on April 25, 2018 to the RA Special Investigation Service.
The participants were mainly interested in the impartiality of choosing the place of performing military service by lot during the conscription and the corruption risks connected with it, the manifestations of unequal treatment when drawing lots, specific cases of deferment of compulsory military service, the structure of conscription, the issues relating to the structure of conscription committees as well as the amount of reimbursement for transportation costs given to servicemen in the case of basic leave being provided and other issues.

On May 25, 2018 the theoretical stage of the HCA Vanadzor project “Legal Clinic-2018” commenced in Dilijan.
In the framework of the three-day theoretical training, the participants gained general knowledge of human rights and mechanisms of their protection and then consolidated their knowledge through practical work.

Varbedian’s data were removed from the “data bank of the aliens considered undesirable in the territory of the RA.”
