Positions: to the North or West? 2014-2017October 5, 2017 Own, Report
In May 2017 HCA Vanadzor, jointly with the ‘Advanced Public Relations Group’ (APR Group) NGO, conducted a sociological survey throughout Armenia to find out the public positions on international entities (EU, EAEU (Eurasian Economic Union)).
The Survey was carried out with the financial support of the Norwegian Helsinki Committee within the project on Raising Effectiveness of Protection of Citizens’ Rights in Relations with the Police.
The findings of the Survey entitled “Positions: to the North or West?” are presented in comparison with the findings of similar survey carried out in the previous 3 years.
The Survey showed that after September 3, 2013 when RA declared on the highest level joining the Customs Union and later the Eurasian Economic Union, the number of the people in the Republic of Armenia who favored joining that international entity dropped in the past 4 years, namely in 2014-2017 while the number of those who favored joining the European Union grew.
In 2014-17, the factor of considering Russian Federation a friendly state lost most of its impact on the supporters of joining the Eurasian Economic Union. About 1/3 of the people viewing Russian Federation as a friendly state favor joining the European Union.
In the past 4 years, the Armenian society has shown a clearer position on joining those 2 international entities. Younger population and mostly women in urban areas and Yerevan, with average monthly family income above the national average, prefer that the Republic of Armenia joins the European Union.
Those who favor joining the European Union look forward to improvements in the activities of the RA political/state institutions and also show high trends of emigration.
Supporters of joining the EAEU predominate among those who get information from television, an information source controlled by the authorities with the largest audience, and supporters of joining the European Union predominate among those who get information from social media, an information source slightly controlled by the authorities.

Safeguarding civil society participation in the Helsinki process – a matter of the OSCE’s raison d’êtreDecember 12, 2017
We, members of the Civic Solidarity Platform (CSP), believe that restricting civil society participation in the work of the OSCE would be a tremendous setback for the Helsinki process and a betrayal of the spirit and founding values of this unique peace advancement initiative.
“We can record a positive tendency in Armenia, if by Constitution and international agreements steps are undertaken towards the fulfillment of the obligations, which we have not witnessed. Therefore, it is even an absurd to speak of any positive progress”, speaking about human rights defense in the Republic of Armenia, told human rights defender, Arthur Sakunts.
On December 4, 2017, following the reversal by the RA Court of Appeal, proceedings were initiated in respect to Taron Siradeghyan’s claim against the RA Police at the RA Administrative Court.
The Military Prosecutor’s Office disregards the decision made by the Chairperson of the Central Military Medical Commission and continues the criminal prosecution against the conscriptDecember 6, 2017
Conscript V. H., who has been receiving regular deferment since 2014, was recognized as fit for military service with some restrictions by the RA Central Military Medical Commission in January 2017. However, the conscript, disagreeing with the decision, refused to leave for military service.
On November 29, 2017 Helsinki Citizens’ Assembly Vanadzor Office hosted the students of Vanadzor School N 16. They were interested in the activities of the Organization in the field of human rights.
On December 1, 2017 the RA Administrative Court recommenced the proceedings in protester Vahram Petrosyan’s case and appointed a day for pronouncing the decision.
According to Sakunts, those who believe that visa liberalization may cause an increase in emigration, base their opinion on the thesis that the reforms prescribed by the agreement will not be implemented.
Following the re-opening in Vanadzor, the censored “Eclipse” exhibition is to be shown in other citiesDecember 2, 2017
The “Eclipse” exhibition, which was closed in Yerevan, re-opened in Vanadzor on November 29, 2017.
First, let’s note that they signed this document merely owing to the financial expectations. And these changes can also be accounted for by these expectations. However, I’m not positive the authorities will make those changes unless we put pressure on them. And with all this, I’m confident that our authorities are not the bearer of comprehensive human rights defense because if they were, they would not propose the nation-army concept, especially without putting it down to paper.
