Reference on Death Cases in RA Armed Forces and NK Defense Army in January-September 2017October 10, 2017 Information Paper
The reference covers information shared by the mass media and the official sources as well as provided by the families of the deceased servicemen in January-September 2017.
HCA Vanadzor’s studies show that there were 46 death cases in the said period. 29 of the deceased servicemen were conscript soldiers. There were official reports on 44 cases and information on the other 2 cases was shared only by the mass media.
Most of the death cases identified in the first 9 months of this year, namely 29 cases were registered in Nagorno-Karabakh.
According to publications of the General Department for Military Investigations, criminal cases were initiated on 38 death cases.
HCA Vanadzor took on protection of the rights of conscript soldier Vardan Melkonyan’s successor.
21 of the identified death cases were caused by ceasefire violations.
As compared to the 28 death cases caused by ceasefire violations in the first 9 months of the previous year, in the same period of 2017 the relevant number of death cases dropped.
The number of the death cases caused by murders, suicide and accidents also dropped; instead, the number of death cases caused by health problems rose significantly. In September-January of the previous year 1 death case caused by such problems was identified, while in the same period of 2017, there were 4 death cases.
Generally, as compared to 2016, in 2017 the number of death cases caused by ceasefire violations dropped by 7, that of death cases caused by accidents dropped by 9, that of murder cases dropped twice and the number of suicides or cases of causing somebody to commit suicide dropped by 1. At the same time, the number of death cases caused by health problems rose by 3.

The participants maintain that such trainings are a necessity especially for journalists working with vulnerable groups, as it is highly important to adhere to the ethical norms and not to harm the person when covering those themes.
The participants were mainly interested in the impartiality of choosing the place of performing military service by lot during the conscription and the corruption risks connected with it, the manifestations of unequal treatment when drawing lots, specific cases of deferment of compulsory military service, the structure of conscription, the issues relating to the structure of conscription committees as well as the amount of reimbursement for transportation costs given to servicemen in the case of basic leave being provided and other issues.

On May 25, 2018 the theoretical stage of the HCA Vanadzor project “Legal Clinic-2018” commenced in Dilijan.
In the framework of the three-day theoretical training, the participants gained general knowledge of human rights and mechanisms of their protection and then consolidated their knowledge through practical work.

Today, on June 4, 2018, HCA Vanadzor advocate Ani Chatinyan, the representative of French-Armenian public figure Alexandre Varbedian, was informed in a phone call from the RA National Security Service that Al. Varbedian’s data were removed from the “data bank of the aliens considered undesirable in the territory of the RA.”
Yet another court session was scheduled for May 30, 2018 in the framework of the examination of the claim against the decision of the National Security Service (the NSS) to ban French-Armenian public figure Alexandre Varbedian’s entry to the RA.
