Reference on updated information on death cases identified in RA Armed Forces and NK Defense Army in 2016July 10, 2017 Information Paper
According to the findings of HCA Vanadzor’ study, there were 162 death cases in the RA Armed Forces and NK Defense Army in 2016. The Organization published this information on January 16, 2017.
As mentioned before, according to the Organization’s data, 77 of the death cases were caused by the hostilities of April 1-5, 2016 and below are the causes of the other 85 death cases: 34 cases were caused by ceasefire violation, 19 cases – by accidents (9 – by car accidents, 3 – by natural disasters /1 case – by avalanches and 2 cases – by floods/, 2 – by dugout collapse, 2 – by breach of vehicle driving and operation rules, 1 – by electric shock, 1 – by drowning and 1 – by mine explosion), 13 – by murder (5 – by breach of the rules for handling weapons, 3 – by breach of statutory relations, 3 – in circumstances still unclear, 2 cases were caused intentionally), 13 cases were caused by suicide or causing somebody to commit suicide, 4 – by violation of combat duty rules and 2 cases were caused by health problems.
Having some doubts that the provided information was incomplete, the Organization carried out some further studies into the death cases of 2016. The Organization learnt from other official sources about death cases of 13 more servicemen in 2016 not announced by either official sources, or in the mass media.
Furthermore, the causes of death are different; some of them mention diseases and some others suicides.
There are some discrepancies in the surnames of the persons officially announced and those provided to the Organization.

The negative attitude of the Russian Federation towards the Platform is due to the revelations by Golos Association, which is a Russian member of the Platform. Those revelations always expose electoral fraud and violations in the RF. Golos was labelled a “foreign agent” by the RF Ministry of Justice yet in 2014, and the persecution and restrictions against its members as well as the attempts to discredit them are of a continuous nature.
“New Generation” Humanitarian NGO views this as prevention of the normal working process of the NGO by special authorities and strictly condemns such actions.March 15, 2018
The NGO would like to express concern on this issue and also state that it will continue the implementation of human rights defender’s, healthcare and charity missions set before the NGO in accordance with the International legal acts and as provided for by RA legislation and in-state legal acts.
On 13 March 2018, the European Platform for Democratic Elections (EPDE), a civil society network of independent election observation organizations, and its Lithuanian member International Elections Study Center (IESC) were classified as “undesirable organizations” by the Ministry of Justice of the Russian Federation.
The RA Ministry of Justice responds to the letters about imprisoned persons sent by Helsinki Citizens’ Assembly Vanadzor Office only to the extent that it finds suitable.

In 2017 4 citizens were fined for dumping garbage not in designated areas in Vanadzor. The amount of each fine was 20,000 AMD. In all the cases construction waste was dumped not in designated areas.
In conclusion, the inadequate research conducted by Lydian, and its inexperience in the mining field as well as the financial shortcomings to counteract these resulting environmental issues, make the Amulsar mining operation a high risk project, which should be reconsidered by officials and investors.
