Successor of Lia Misakyan who died at ‘Arabkir’ Medical Center in 2013 demands material and moral damage compensation from doctors
On June 8, 2017 the General Jurisdiction Court of Kentron and Nork-Marash administrative districts started examination of the claim for material and moral damage compensation of G. Misakyan, successor to 2-year-and-3-month-old Lia Misakyan who died at ‘Arabkir’ Medical Center on January 2, 2013.
By their claim, G. Misakyan and his representatives, Arayik Zalyan and Ani Chatinyan, lawyers at HCA Vanadzor, demand seizing from ‘Arabkir’ Joint Medical Center – Institute of Child and Adolescent Health LLC and L. Vardanyan and Z. Ayvazyan, doctors at ‘Arabkir’ Medical Center, 15,000.000 AMD for moral damage and 1,690.000 AMD as material damage.
Helsinki Citizens’ Assembly-Vanadzor also examines some facts of violations of children’s rights. Currently, the Organization processes 2 cases on crimes against children at educational institutions and 4 cases on protection of the right to life of children under 4.
On April 3, 2017, the General Jurisdiction Court of Arabkir and Kanaker-Zeytun administrative districts of Yerevan, RA, had a scheduled next-in-turn court hearing under the examination of Lia Misakyan’s death.

On November 18, 2016, the General Jurisdiction Court of Arabkir and Kanaker-Zeytun administrative districts of Yerevan city, RA, presided by judge M. Melkonyan, examined the criminal case on charges against Lilit Vardanyan and Zarine Ayvazyan under Article 130(2) of RA Criminal Code.
On April 16, 2016, the criminal proceedings initiated on the death of young Elen Parsadanyan’s death were again discontinued without any logical grounds despite the fact that on the same day the investigator granted by his decree the motion of the aggrieved party on questioning the expert responsible for the additional commission expert examination.
Today, on June 24, 2016, the RA Court of Cassation ruled to grant in part the appeal on points of law submitted by Artur Sakunts, Chairman of Helsinki Citizens’ Assembly-Vanadzor and representative of successor of the victim under the case of 2-year-and-3-months-old Lia Misakyan who died at Arabkir Medical Center on January 3, 2013.
Investigating agency decided to question the expert and on the same day discontinued the criminal proceedings
Helsinki Citizens’ Assembly-Vanadzor reported before that the motion submitted under the criminal case initiated on young Elen Parsadanyan’s death had been granted partially, and accordingly, the expert responsible for the forensic examination should be questioned.

Helsinki Citizens’ Assembly Vanadzor carries on protecting the rights of victim’s successor Lusine Parsadanyan under the case of young Elen Parsadanyan’s death. The agency responsible for the investigation under this criminal case investigated for years committed a number of procedural violations that in their turn led to the violation of the rights and freedoms of the victim’s successor.
On April 29, 2016, the General Jurisdiction Court of Armavir marz (region), presided by judge Vahe Khalatyan, held a next-in-turn court hearing on the case of A. Petrosyan, doctor at Armavir Medical Center.
By its decree of April 19, 2016, the RA Court of Cassation admitted the appeal submitted on January 22, 2016 by Artur Sakunts, representative of the successor to victim and Chairman of Helsinki Citizens’ Assembly Vanadzor, on 2-year-and-3-month-old Lia Misakyan’s case who died at ‘Arabkir’ Medical Center on January 3, 2013.
On February 9, 2016, the General Jurisdiction Court of Armavir Marz (Region) in its Ejmiatzin residence held the 3rd court hearing on infant Karine Hovhannisyan’s case who died at Armavir Medical Center on June 16, 2015.
