We, the undersigned members of the Civic Solidarity Platform (CSP) – a network of human rights NGOs from Europe, the former Soviet Union and North America – are seriously concerned that independent defense lawyers working on high-profile cases in Armenia have been subjected to harassment and obstruction by state agents in the performance of their professional duties. We call on the authorities of the country to put an end to this worrying pattern and ensure that all lawyers can carry out their work without hindrance.
Judicial sanctions are also applied against attorneys if they refuse to be inspected before entering the courtroom or leave it without the judge’s permission. First, the attorneys refusing inspection are not allowed to enter the courtroom and refusing inspection is qualified as disobeying a legal order of a bailiff; on this basis, an application is submitted to the Chamber of Advocates to impose disciplinary liability on the attorney.

Welcoming the readiness of various organizations to screen the discussed films, as well as to present the whole “Armenians: Internal and External View” programme outside the official framework of the festival, we acknowledge it as an evidence of mobilization of public resource to confront discrimination and censorship. We are convinced that manifestations of intolerance have nothing to do with national interests and are nothing but a provocation aimed at hampering Armenia’s progress.
In the past years, human rights defenders have on several occasions been targeted by governmental repression. This latest attack on human rights defenders comes amidst a wave of repression after the failed coup attempt of 15 July 2016 which has affected a much wider group of persons than those who may have been directly involved in the coup attempt, including journalists, lawyers and politicians. Only last month, Taner Kiliç, the president of Amnesty International Turkey, was arrested together with 22 other lawyers.
We – the undersigned CSO representatives demand:
– From law enforcement bodies to conduct a proper and impartial investigation of the case and bring the offenders to responsibility.
– From all state and local self-government bodies to be fair and impartial complying with the requirements of law, as well as to be consistent so that perpetrators of such actions do not escape responsibility.
We strictly condemnthe actions taken by the Police in the Court of General Jurisdiction of Avan and Nor Nork Administrative Districts on June 28, 2017, which we find: Public and unpunished encroachment against the independence of the judiciary, Public punitive action, as well as physical and psychological pressure against individuals for their political views, Crime humiliating human dignity, an open action of public intimidation.
(Berlin) – A prominent human rights defender in Armenia has received death threats, Human Rights Watch said today. The authorities should immediately investigate the threats, made on the rights defender’s Facebook page, and ensure that he gets the protection he needs.

The civil society in the Republic of Armenia constantly highlighted a number of problems regarding the electoral processes and the failure to solve such problems gives grounds to doubt the elections held in the country.
This style of behavior is typical only of a police state toolkit, incompatible with the principles of democracy and the rule of law, aimed at silencing a citizen and discrediting his civil activity, and inconsistent with the assurances made at the highest levels about conducting free and fair elections.
