Court accepted the right of observation mission to challenge in administrative court violation of its observer’s rights

mhm0108384.thumb_-238x178As reported before, HCA Vanadzor and its observer challenge the lawfulness of the actions of district election commission №14 at the RA NA elections of April 2, 2017. Note that upon noticing cases when the same person assisted for 3 times persons unable to vote independently at polling station №14/10 in Armavir marz (region), O.A., who conducted observation mission within ‘Independent Observer’ Alliance, suggested that the commission chairperson recorded the fraud in the register but was denied. A relevant complaint was also rejected by the district election commission №14 insisting that the fraud was recorded.

HCA Vanadzor and organization’s observer challenge in a court of law the legitimacy of the election commission’s actions

4023640During the observation mission carried out by the ‘Independent Observer’ Public Alliance on RA NA election day of April 2, 2017, an observer of Helsinki Citizens’ Assembly-Vanadzor at polling station №14/10 in Armavir marz (region) noticed, among other frauds, some cases when the same person assisted for 3 times persons unable to vote independently and then suggested recording that fraud in the polling station election commission’s register. The chairperson of the commission rejected the request without any grounds.

No criminal proceedings to be initiated based on Prime Minister’s statement on low-quality fuel

Hunger-striker Hrachya Boyajyan taken to medical unit of the penitentiary facilities

77777_bToday, HCA Vanadzor lawyer Arayik Zalyan, defense counsel of Hrachya Boyajyan who took part in Sari Tagh district protest, visited his client detained at ‘Nubarashen’ penitentiary facilities. The latter was on hunger strike for already 10 days and was kept on ground floor of the penitentiary facilities. The Group of Public Observers Monitoring RA MoJ Penitentiary Facilities and Institutions voiced repeatedly the poor conditions of the cells on that floor.

RA SIS assures: investigative actions on March 1 case are taken but cannot be disclosed

In response to HCA Vanadzor’s inquiry on the investigative actions taken in 2016 to establish the death circumstances of the ten victims of March 1, 2008, the suspects and accused involved in the initiated criminal proceedings and the charges brought against them, the RA Special Investigation Service again stated that the preliminary investigation was in progress but due to the secrecy of preliminary investigation they could disclose no information on the actions taken.

The right to pension of missing person’s mother will be restored: the court found DM decree invalid

On April 10, 2017, the RA Administrative Court, presided by judge K. Avetisyan, announced its judgment resulting from the examination of the claim of missing person’s mother Svetlana Sargsyan and her representative T. Siradeghyan, lawyer at Yerevan Office of HCA Vanadzor, against the RA Ministry of Defense.

Prosecutor did not attend examination of ‘Electric Yerevan’ participant’s complaint

4983On April 7, 2017, the General Jurisdiction Court of Arabkir and Kanaker-Zeytun administrative districts of Yerevan, presided by judge A. Nikoghosyan, resumed examination of the complaint of ‘Electric Yerevan’ participant Mikayel Kirakosyan against the RA SIS’s decree on suspending the criminal proceedings initiated on the crime report on forced apprehension and receiving injuries.

Court rejected complaint on the case of Kajik Grigoryan who burnt himself on Baghramyan Avenue

maxresdefault (2)On April 3, 2017, the General Jurisdiction Court of Arabkir and Kanaker-Zeytun administrative districts of Yerevan city, presided by judge A. Nikoghosyan, resumed examination of HCA Vanadzor’s complaint against the decree of K. Khanumyan, Investigator for High-Profile Cases at the RA Investigation Committee, on rejecting initiation of criminal proceedings of September 29, 2016. Note that the agency responsible for the proceedings under this case had rejected initiation of criminal proceedings on the fact that N. Davidyan, Director of the Republican Scientific Center for Radiation Medicine and Burns CJSC, disclosed confidential medical information on Kajik Grigoryan, who burnt himself on Baghramyan Avenue on July 31, 2016.
