IndObothIt follows from the above that during the election campaign the candidates, nominated political parties and blocs did not enjoy equal opportunities as prescribed by the RA Electoral Code, the election campaign was accompanied by continuous violations through misuse of administrative resources which were not prevented by the RA CEC and law enforcement agencies and which cast suspicion on the fair and free nature of the elections.

‘Independent Observer’ Public Alliance Long-Term Observation Interim Report March 5-20, 2017

interDuring the election campaign period for the National Assembly (NA) elections to be held on April 2, 2017, the ‘Independent Observer’ Public Alliance carries out long-term observation mission in all the 13 voting districts (VD) of the Republic of Armenia. The long-term observation mission involves previously trained 61 observers and a legal consulting team consisting of 26 lawyers.

Implementation of Recommendations by Venice commission, OSCE/ODIHR

RecommeHCA Vanadzor has analyzed 66 recommendations issued by the Venice Commission and OSCE/ODIHR in the Preliminary Opinion. According to this analysis 29 recommendations were implemented in the Final text of the Code, 24 recommendations were not implemented and 13 recommendations were implemented partly.

City Council Elections in Vanadzor and Gyumri October 2, 2016 Final Report

ՏԻՄ-անգլOn October 2, 2016, there were local elections held in 377 communities. The New Electoral Code adopted by the RA National Assembly in May 25, 2016, stipulated a system for forming the local government in the cities of Vanadzor and Gyumri. According to the new system, residents of Vanadzor and Gyumri would directly vote only for a proportional city council, which in its turn would vote in a mayor. Each party/party alliance list would be led by their proposed candidate for the city head.

Situation of Execution of European Court of Human Rights Judgments by Republic of Armenia 2007-2015

Untitled-engThe study under this Report aimed to provide summary information on the mechanisms for execution of ECtHR judgments in Armenia and the situation of execution of European Court judgments on RA in the period of 2007-December 31, 2015 through identifying both the mechanisms for execution of judgments and the issue of systematic solution, and the general measures required for execution of individual judgments, so that relevant proposals for their resolution might be submitted. The study targeted 55 ECtHR judgments on RA, one of which had not become effective as of the time of the study yet. The violations identified in such judgments and the progress in their execution are summed up in the Reference on Summary Information on European Court of Human Rights Judgments against Republic of Armenia and their Execution.

Reference on the implementation of action plan derived from the National Strategy on Human Rights Protection

2016___HCA Vanadzor conducted a study on the implementation of the action plan derived from the National Strategy on Human Rights Protection in 2015. A similar study was also conducted by the Organization in 2014, the findings of which were compiled in the reference issued in July, 2015.
