Human Rights Organizations Across Europe and Eurasia Join Forces to Address Widespread Violations of Liberties
Vilnius (4 December 2011)—In order to address the inadequate response of states and international organizations to ongoing human rights violations in Europe and Eurasia, 35 leading civil society organizations today launched Civic Solidarity, a new international platform for cooperation.

Yesterday, the human rights activist and Chairman of Helsinki Citizens’ Assembly-Vanadzor, Artur Sakunts, informed Zhoghovurd that HCAV received an alert that a citizen was invited to the Lori Region Prosecutor’s Office where he harmed himself.

 This monitoring report has been prepared by the representatives of civil society organizations in the EaP 6 countries and their international partners within the Human Rights Sub-working group of the Civil Society Forum of the Eastern Partnership.
 Today “Amnesty International” right protective organization published its annual report, where it referred to the violations of human rights throughout the world.
 RA Human Rights Defender is the country’s independent national preventive mechanism required by the Optional Protocol to the UN Convention against Torture.
 On April of 2011, the USA Department of State published its annual report on Human Rights Practices in Armenia. In its report the USA Department of State has made a reference to Helsinki Citizens’ Assembly-Vanadzor reports. It is stated in the Armenian section of Human Rights Report that citizens' right to change their government through peaceful elections was restricted due to repeated, significant flaws in the conduct of elections, including a by-election for a parliamentary seat in January of 2010.
 On February 14 of 2011 the public monitoring group at Detention Facilities of RA Ministry of Justice sent an urgent report to the RA Minister of Justice H. Tovmasyan regarding the right of detainee Nikol Pashinyan, currently in custody at “Artik” Penitentiary, to correspondence with the outside world via letters and sending out letters via Detention Facility staff.
 Armenian authorities have yet to ensure meaningful investigations into excessive police force during March 2008 clashes in Yerevan, the capital, when opposition supporters protested alleged fraud in the previous month's presidential election. Twelve opposition supporters remain imprisoned following the events.
Torture Police Reports

 In this brief report, HCA Vanadzor presents evidence of physical violence, oppression, and torture performed by police employees against citizens. The information was collected and recorded at the request of citizens and is also the result of research done by the HCA organization.
 In November 2010, thirteen citizens applied to Stepanavan, Spitak, Alaverdi, Tashir offices of HCA Vanadzor to get legal consultation.
In February 2010 six citizens applied to HCA representations in Alaverdi, Tashir, Stepanavan, and Spitak towns for legal consultation. The organization has made corresponding letters for four citizens to get solutions to their problems.
 In January, 2010 five citizens applied to HCA Alaverdi, Tashir, Stepanavan, Spitak offices for legal consultation. A letter was prepared to solve one citizen’s problem.

 In November-December 2009, eight citizens applied to Helsinki Citizens’ Assembly-Vanadzor centers in Stepanavan, Tashir, Alaverdi and Spitak cities aiming to receive free of charge legal consultation.

The issues for which people have applied are as follows.
This report presents the results of the observation held by HCA Vanadzor in Vanadzor, Bazum, Spitak, Stepanavan, Tashir and Tumanyan police departments of Lori Region.
 In April 2009, six citizens applied to Helsinki Citizens’ Assembly-Vanadzor centers in Stepanavan, Tashir, Alaverdi and Spitak cities aiming to receive free of charge legal consultation. The issues for which citizens have applied to the centers are as follows:
