Helsinki Citizens’ Assembly-Vanadzor considers oversight of human rights protection of conscripts and call-up process as one of the components of human rights protection in the Armed Forces and civil oversight, and has been monitoring the call-up process since 2008

 

HCA Vanadzor also implements continuous awareness raising about rights and obligations of conscripts, legislative analyses, and presents recommendations.

 

We hereby present the report on the situation of rights of conscripts during winter 2019, summer 2020, winter 2020, and summer 2021 call-ups (1 August 2019 - 31 July 2021). The appendix to the report presents information about citizens who were granted a deferral or exempted from compulsory military service according to the Government’s decision during 1998-6 August 2021.  

 

The information summed up in the report was received from 156 citizens from various provinces of the RA, i.e., conscripts and their relatives, the RA Ministry of Defense and other institutions through the Organization’s inquiries.
