The issue of terminating the activities of the observation group in care institutions in the National Assembly

On November 11, 2024, Sara Ghazaryan, representative of the Helsinki Citizens’ Assembly Vanadzor office, participated in the parliamentary hearings of the Standing Committee on Human Rights Protection and Public Affairs of the National Assembly on November 11 on “Issues to be presented in the fourth national report of the Republic of Armenia within the framework of the UN Universal Periodic Review procedure on the rights of the child”.

At the hearings, the competent ministries presented the completed and planned work aimed at protecting the rights of the child. In particular, the Deputy Ministers of Education, Science, Culture and Sports, Labor and Social Affairs of the Republic of Armenia made speeches.

Deputy Minister of Labor and Social Affairs Tatevik Stepanyan made a speech on the topic “State Policy on the Protection of Children’s Rights”. In response to S. Ghazaryan’s question regarding the work and deadlines for resuming the activities of the Monitoring Group in care homes (including orphanages) under the Ministry, the Deputy Minister replied that this issue is among their priorities, and the draft law amending the law establishing the authorizing norm has been signed by the President, and they are currently working on sub-legislative acts.

Let us recall that on May 30, 2024, the Monitoring Group was notified by the RA Ministry of Labor and Social Affairs about the suspension of the Monitoring Group’s activities, citing the absence of an authorizing norm.
