Helsinki Citizens’ Assembly-Vanadzor

Since early morning of 27 September 2020, military aggression unleashed by the dictatorial regime of Azerbaijan has targeted the civilian population, settlements and infrastructures of Artsakh (Nagorno Karabakh) and Republic of Armenia. 

📃According to Article 51 part 2 and part 4 of Protocol additional to the Geneva Conventions of 12 August 1949, and relating to the protection of victims of international armed conflicts (Protocol I) adopted at Geneva on 8 June 1977,

The civilian population as such, as well as individual civilians, shall not be the object of attack. Acts or threats of violence the primary purpose of which is to spread terror among the civilian population are prohibited. Indiscriminate attacks are prohibited. Indiscriminate attacks are: (a) Those which are not directed at a specific military objective; (b) Those which employ a method or means of combat which cannot be directed at a specific military objective (...).  

📢In this situation, with the view to preventing and eliminating human rights violations, HCA Vanadzor states about the provision of legal support to all those affected by the aggression unleashed by Azerbaijan’s regime. The mentioned legal support will be provided by applying to the European Court of Human Rights and other international organizations.
