HCA Vanadzor hereby presents its position regarding draft laws on making amendments to the constitutional laws on the RA Judicial Code, and Constitutional Court.

We propose

1. to envisage violation of a fundamental human right by a judge, which is recorded in an act of an international court or another international instance with participation of the Republic of Armenia , as a type of disciplinary breach among other essential disciplinary breaches;
2. to consider the issue of giving retroactive effect to a law during envisaged discussions of Constitutional reforms by establishing an exclusion which is based on the best practice, pursues a completely lawful aim and stems from public interest.
