Aim
  • to assess the legal grounds for the location of the Russian military bases in Armenia, Moldova, Ukraine and the effectiveness of oversight mechanisms
  • to assess the effectiveness of the investigation into the cases of human rights violations by the Russian military bases and their servicemen
  • to provide stakeholders in the EaP countries and in the wider region with objective assessment of the impact on human rights situation of the Russian military presence in Armenia, Moldova and Ukraine that will contribute to proper estimation of the risks and problems caused by the deployment of Russian military bases abroad
  • to contribute to the strengthening of policy and advocacy for the EaP security agenda
