On March 23, 2020, Shushan Stepanyan, Spokesperson of the RA Minister of Defense, informed on her Facebook page,  that in accordance with the Government’s decision, the main call-up, i.e. replenishment of the armed forces with citizens subject to compulsory military service, would be implemented during July 1, 2020 - August 30 included, while the release would start on July 1, 2020 and last until August 11 included.

At the same time, she informed that conscription preparation works would start on May 1.

Before that, on March 30, HCA Vanadzor applied to RA Minister of Defense Davit Tonoyan in order to get clarifications in regard to the questions received from citizens.

HCA Vanadzor asked whether preconscription preparation events and relevant medical expertise were conducted in the state of emergency and if so, whether safety conditions were ensured.

In the response dated April 9, 2020, A. Sargsyan, General Secretary of the RA Ministry of Defense, informed that on March 1, RA MoD territorial subdivisions and medical commissions ceased working.

  1. Sargsyan also informed that for the organization of summer call-up preparation works, heads of RA MoD territorial subdivisions were instructed to contact teritorial outpatient clinics and find out patient capacity per day, taking into consideration the created situation, in order to conduct medical examination of conscripts starting from April 1.

HCA Vanadzor asked questions regarding the organization of medical examination for conscripts to join the military service, as well as protection of persons in hospital from the virus. A. Sargsyan replied that the provision of hospitals’ services to citizens was prohibited. And in regard to providing military commissariats’ staffs with the equipment required for the protection from the virus, he mentioned that military commissariats are provided with the equipment as necessary according to their functions.

We exhort to strictly adhere to all the safety rules and ensure physical distance in military commissariats and polyclinics, both while waiting and while undergoing medical examination.

HCA Vanadzor continues providing legal consultation remotely.
