Report on labor rights in the Republic of Armenia in the emergency situation caused as a result of the COVID-19 pandemic

The COVID-19 pandemic caused a lot of economic problems and challenges in all aspects of human life, including the sphere of labor rights and employment. The study of the pandemic and the issues it caused showed that first of all, it is necessary to develop, fill and envisage appropriate legislative and institutional mechanisms, and capabilities for effective protection of employees’ rights in emergency situations. As the WHO noted in their statement, all countries must strike a fine balance between protecting health, minimizing economic and social disruption, and respecting human rights.

 

In the frame of EU-funded project “Decent Work Now”, the report compiled by HCA Vanadzor addresses labor rights violations recorded by the Organization in the conditions of the legal regime of emergency state declared in the RA and after that, the RA legislation related to labor rights in accordance with the international obligations undertaken by the RA, as a result of which compliance of legal safeguards of labor rights in the conditions of the COVID-19 pandemic with norms and principles enshrined in international legal documents is assessed. The report also presents legislative proposals, and recommendations for the solution of the identified problems, prevention of labor rights violations in emergency situations, elimination of national legislation gaps and shortcomings.
