Helsinki Citizens’ Assembly-Vanadzor

December 3 is the International Day of Persons with Disabilities. It was proclaimed in 1992, by the United Nations General Assembly resolution 47/3 to effectively protect the rights of persons with disabilities, to improve their lives and to raise awareness of their situation in various spheres.

With the support of Open Society Foundations-Armenia, Helsinki Citizens’ Assembly-Vanadzor made an easy-to-read manual “What does it mean to live independently and be included in the community?”. The manual includes information on the UN Convention on the Rights of Persons with Disabilities, the rights defined therein and the obligations undertaken by the states that have ratified the Convention.

A more detailed reference was made to the right of persons with disabilities to live independently and be included in the community, defined by Article 19 of the Convention. In particular, what it means to live independently and be included in the community, what issues there are in these terms, and what the state must do to ensure it.
