Helsinki Citizens’ Assembly-Vanadzor

Since November 2023, the HCA Vanadzor has provided legal support to all the regions of RA for the people forcibly displaced from Nagorno Karabakh. 

The purpose of the legal support is to facilitate the access of forcibly displaced persons to the social support programs provided by the government through legal and informational consultation. As well as to monitor the effectiveness of the implementation of state and community support programs in regions and to present recommendations for increasing the effectiveness of implemented programs and future policies and strategies. 

In the framework of legal support, the organization has provided consultation to 1650 people displaced from NK. During that time, systemic issues have been identified, the resolution of which will make the implemented programs even more accessible and affordable. 

We have recorded successes alongside unresolved issues. 

All four members of the displaced family of NK, including the two minors, did not receive the 50,000 drams provided per month under the "Social support for housing and other expenses for those displaced from Nagorno-Karabakh" program for months without any justification. 

The Organization wrote to the Ministry of Labor and Social Affairs for the protection of the forcibly displaced family. On July 29, 2024, we received a response from the Unified Social Service that the support funds due to all members of the above-mentioned family have been submitted for payment. 

Therefore, the family will receive the unpaid social support funds due for the entire period (11 months), that is 2.200.000 drams.
