Annual report on cases of violation of human rights by the Police January-December 2016

HCA Vanadzor issues the summary on the cases of human rights violations by the RA police officers during January-December, 2016, according to mass media outlets.     

 

To collect the cases of human rights violations by police officers, the Organization monitored 14 online mass media and the official websites of the RA Special Investigation Service and the RA Police.

 

The identified cases were divided into 3 conditional groups: individual incidents, incidents occurred during assemblies or as a result of attending them, and alerts (cases of human rights violations, where the information on cases of breach  is reported in the article by a third person /persons/).

 

According to the study, not only the overall number of human rights violations, but also the number of cases of human rights violations by the police officials has increased in 2016, the latter totaling 338 incidents. Both in 2015 and in 2016 the right to freedom of association, the right to liberty and security of a person, and the right to be free from physical violence were greatly breached, the number of violations of the aforementioned rights has drastically increased in 2016. The number of the incidents, which entailed the violation of simultaneously 2 or more human rights, has also risen.

 

The unpredictable and discriminative actions by the Police in similar situations, as well as the behavior of the RA Police Chief Vladimir Gasparyan were addressed in the report, analyzing separate cases.
