Helsinki Citizens’ Assembly Vanadzor presents summarized data on the problems and state of the rights of conscripts who applied to the Organization in order to get legal consultation during winter 2018 and summer 2019 call-ups.
94 conscripts applied to HCA Vanadzor during winter 2018 and summer 2019 call-ups, 32 and 62 persons respectively.
As compared to winter 2018 call-up, the number of conscripts who applied to the Organization during summer 2019 call-up increased almost twice.
During the two call-ups, the majority of conscripts (56%) applied with matters pertaining to health problems.
Problems of around 9% related to matters of dual citizenship, in particular, simultaneously being a citizen of another country and doing the military service or grounds of being exempted from military service.
Around 10%’s problems related to the grounds of deferment in cases provided for by law.
7% of the conscripts that applied to HCA Vanadzor were provided with consultation on the provisions of the Law “On citizens that have not done the mandatory military service by violating the prescribed order”.
Other conscripts’ problems related to various procedures.
It should be noted that the number of the conscripts that applied to the Organization during winter 2017 and summer 2018 call-ups was also 94, 40 and 54 persons respectively.
