Factor.am has referred to the REPORT “Why Are There No Armenians in Nagorno-Karabakh?” prepared by the Helsinki Citizens’ Assembly Vanadzor office and a number of human rights organizations.
More than 300 Artsakh residents have testified about being attacked, intimidated, deprived of basic rights and living conditions, and mass deportations by Azerbaijan over the past 4 years.
Intimidation, isolation, and violence: such violations of the rights of Artsakh residents were recorded by human rights organizations in a fact-finding report. It summarizes the testimonies of more than 330 people who, as of August 2023, lived in 71 different settlements of Artsakh.
The fact-finding report examined the reports disseminated by the Russian peacekeeping contingent; most of them recorded violations of the ceasefire regime. The report presents evidence that the Azerbaijani authorities have carried out their actions in a methodical and systematic manner, aiming to cleanse Nagorno-Karabakh of ethnic Armenians, the region of Armenian historical heritage and culture.
The authors of the report, having studied the actions and rhetoric of the Azerbaijani authorities, noted that it provides grounds to conclude that the forcible displacement of Armenians was intentional.
The facts show that there is a systematic long-term program aimed at ridding Nagorno-Karabakh of the ethnic Armenian population. This policy was implemented through systematic actions that constitute gross violations of human rights, international humanitarian law and international criminal law. The Azerbaijani state gradually and methodically created living conditions that were aimed either at the gradual destruction of the Armenian population or at making it impossible for them to remain in Artsakh, which led to the forcible displacement.
