From September 2023 to March 2024, Helsinki Citizens' Assembly-Vanadzor, aimed at the implementation of UN Security Council Resolution 1325, initiated and conducted a research to observe the progress in the work carried out towards the Second National Action Plan for 2022-2024 and the state of protection of the rights of female servicepersons involved in the armed forces, as a result of which the report on the "Situation Of Women's Rights In The RA Armed Forces" was compiled.
As a result of the research, the Organization identified problems related to the involvement of women in military service, the formulated recommendations for addressing these problems were sent to the Ministry of Defense of the Republic of Armenia and other interested parties in March 2024: the Standing Committee on Defense and Security Issues of the National Assembly of the Republic of Armenia, the Ministry of Foreign Affairs of the Republic of Armenia, and the Human Rights Defender of the Republic of Armenia, with the aim of discussing and taking steps
toward resolving the identified problems.
The majority of the recommendations were taken into consideration by the Ministry of Defense of the Republic of Armenia. The recommendations submitted by HCA Vanadzor regarding legislative amendments, which were taken into consideration by the Ministry of Defense of the Republic of Armenia, are presented in the REPORT.
