Helsinki Citizens’ Assembly-Vanadzor

This Statement of Preliminary Findings and Conclusions is the result of a common endeavour involving the OSCE Office for Democratic Institutions and Human Rights (ODIHR), the OSCE Parliamentary Assembly (OSCE PA) and the Parliamentary Assembly of Council of Europe (PACE). The assessment was made to determine whether the elections complied with OSCE commitments, Council of Europe’s and other international obligations and standards for democratic elections and with national legislation. Each of the institutions involved in this International Election Observation Mission has endorsed the 2005 Declaration of Principles for International Election Observation.
