On 6 October 2020, Arsen Torosyan, RA Minister of Health, presented the situation and mentioned that as a result of Azerbaijani aggression, there are numerous victims and wounded persons both among servicemen and civilian population. He showed a fragment of a missile, condemning the bombardment of Stepanakert with banned weapons. The Minister expressed his concern regarding the possible targeting of the hospital of Stepanakert, which is considered a war crime against the civilian population. He also noted that the normal work of emergency medical aid cars is often disrupted due to missile strikes.
The RA MoD spokesperson Shushan Stepanyan and later also Republic of Artsakh/Nagorno-Karabakh President’s spokesperson Vahram Poghosyan informed that Azerbaijani armed forces resumed artillery and missile attacks on the capital city Stepanakert, again targeting the civilian population. There is no exact data regarding victims and wounded persons yet.
In the evening of October 6, it became known that the European Court of Human Rights upheld the request of the RA Government and applied an interim measure. Particularly, it is stated in the decision that the Court reinstates its decision of September 29 to use an interim measure and now calls on all States directly or indirectly involved in the conflict, including Turkey, to refrain from actions that contribute to breaches of the Convention rights of civilians.
